Sam Anthony Listi was born in Dallas in 1952, where he attended grade school, high school, and junior college. He served in the United States Coast Guard Reserve from 1971 – 1977 and graduated from the University of Texas at Dallas in 1976 with a BA in political science/urban studies, summa cum laude. Then, from 1979-1981, he attended University of Minnesota and received a master's degree in planning in 1985.
Listi has more than 40 years of municipal experience working with the cities of Denton (3), Midland (5), Temple (15) and Belton (since 2001), plus two years’ part time work during graduate school in private sector planning and for the Metropolitan Council (COG) of the Twin Cities. He became a certified professional planner by the American Institute of Certified Planners (AICP) in 1997.
Sam A. Listi was selected as city manager for the City of Belton on March 12, 2001 after former City Manager Jeff Holberg retired.
Listi is a member of the International City/County Management Association (ICMA); Texas City Management Association (TCMA) Region 9; American Institute of Certified Planners (AICP); American Planning Association (APA); Killeen-Temple Metropolitan Planning Organization (KTMPO) Policy Board, Belton Lions Club, and Christ the King Catholic Church.
Listi is married to his wife Karen, and has two sons and three grandsons.
